Cowan Lake is a favorite place to sail, fish and paddle near Wilmington, Ohio. With major dam rehabilitation ahead, planning your next season on the water starts with knowing what has been announced—and which access details still need to be checked.
What is happening at Cowan Lake?
ODNR is rehabilitating the dam to address deterioration in the spillway, erosion along the embankments and scouring near the lake drain. Its September 15, 2026 project update outlines work on the concrete spillway, drainage systems and erosion protection. These improvements are intended to bring the dam into compliance with current dam safety requirements and preserve the lake for the future.
Construction timeline: the current ODNR schedule
The latest project update gives the following anticipated milestones:
- October 2026: bidding.
- November 1, 2026: early drawdown begins, according to the state park alert.
- December 2026: anticipated notice to proceed to the contractor.
- Winter 2027: construction begins.
- Spring 2028: spillway construction ends and refilling begins.
- Summer 2028: target return to normal pool, pending rainfall.
- Fall 2028: site restoration completed.
ODNR also lists an expected project completion date of September 18, 2028. These are anticipated milestones, not guaranteed reopening dates for individual facilities. The newer September 2026 project schedule is more useful for trip planning than the broader construction window in the earlier engineering solicitation.
Water levels: will Cowan Lake be drained?
The confirmed plan is a 13.5-foot lowering of the lake. That is a substantial drawdown; the park notice does not describe complete drainage. Lower water can change shoreline access, usable launch depth and clearance for keels, rudders and propulsion systems. Do not assume a familiar route or launch will work at the reduced level.
Refilling is expected to begin in spring 2028. Returning to normal pool depends on rainfall, so plan flexibly around the summer 2028 target.
For sailors: stay connected with CLSA
Our friends at the Cowan Lake Sailing Association (CLSA) are an important connection for the Cowan sailing community. Visit their website and contact the club about current racing, junior sailing, membership and boat-storage arrangements.
CLSA’s September 25, 2026 announcement gives members these planning details:
- 2026 racing: the schedule remains unchanged, with races through October 24.
- Boat removal: members should remove all sailboats and kayaks from their lifts/racks by October 31, 2026, before the November 1 drawdown.
- 2027 sailing: CLSA says the lake will not be available for sailing in 2027. This is the club’s announcement, not an ODNR notice closing the entire lake or park.
The club says plans for social events, education and other community activities are underway. Contact CLSA for current club arrangements and storage questions. For public ramps, marina services, fishing and paddling access, check ODNR’s current notices separately.
Boat ramps and marina: check the specific facility
ODNR confirms that boating access will be affected, but the notices reviewed do not identify which ramps will remain usable at each stage or specify marina operating dates during the project. A park being open does not establish that a particular ramp, dock or marina service is available.
Ask the park or marina about your intended launch, trailer access, dock rentals and services before leaving home. If you keep a boat at the lake, confirm retrieval arrangements before drawdown begins. The official park page lists the park office at 937-382-1096.
For anglers: expect access changes
The park alert explicitly says fishing access will be affected. Check whether your intended bank-fishing spot, pier or boat launch is accessible, and follow posted work-area restrictions. The project notices reviewed do not announce fish removal, stocking changes or a fish kill; those should not be assumed from the drawdown alone.
For kayakers and paddlers
A kayak's shallow draft does not guarantee a usable launch or permission to enter a restricted area. Confirm your put-in and take-out, watch for exposed obstructions and soft shoreline, and stay clear of the dam and construction zones. Check current park notices even for a short paddle.
